Plain-language change summary

The revised version of Bill AB 182 allows individuals without a baccalaureate degree to obtain licenses to serve as substitute teachers, provided they fulfill other necessary requirements. Additionally, the bill clarifies that those holding endorsements in specialized fields, particularly related to career and technical education, may only teach in their specific area of expertise. These changes are significant because they potentially expand the pool of available educators, especially in areas where there may be a shortage of qualified teachers. This could help address immediate staffing needs in schools while maintaining a focus on specialized training.
