Plain-language change summary

The revised version of Assembly Bill No. 68 changes how certain counties are assessed for operating regional facilities that aid in the treatment and rehabilitation of children. Instead of dividing the total amount budgeted by the Legislature by the number of public school students, the new formula stipulates that counties will only pay half of the remaining budget amount after subtracting appropriated funds, which is then divided by the total number of public school students. This change aims to provide a more balanced approach to funding those facilities, potentially impacting how much each county needs to contribute based on the number of students they serve. This matters because it could alleviate financial pressure on smaller counties while ensuring that children receive the necessary support.
