The recent amendment to Assembly Bill No. 16 removes fees for issuing birth certificates to individuals currently imprisoned. Previously, the law already waived fees for homeless individuals and those recently released from prison. This change matters because it ensures that incarcerated individuals can obtain vital documents like birth certificates without facing additional financial barriers, which can help with their reintegration into society once they are released.
