The latest version of SB 2870 introduces a requirement for the university to create a separate fund for excess funds received from a closing deal, which can only be used for capital projects and maintenance after a fifty-year agreement expires. Additionally, the timeline for the bill's effectiveness has changed from immediately upon passage to a start date of July 1, 2020, with a provision stating it will be repealed on June 30, 2020. These changes are significant because they ensure that any surplus money is set aside for the university's long-term infrastructure needs rather than being spent immediately, providing a more strategic approach to financial management.
