Plain-language change summary

The updated version of Bill SB 2938 has increased the number of full-time permanent positions from 114 to 123 and time-limited positions from 27 to 65. Additionally, it establishes stricter reporting requirements for state agencies seeking salary increases by requiring them to get approval from the State Personnel Board and report these actions monthly to key legislative committees. These changes are significant because they provide more staffing flexibility while adding accountability measures to control state spending on salaries, helping ensure that budget limits are not exceeded.
