Plain-language change summary

The updated version of Bill SB 2886 includes key changes that enhance consumer protections regarding security freezes on credit reports for minors and other protected individuals. Notably, it now prohibits consumer reporting agencies from charging any fees for implementing a security freeze, making it easier and more affordable for parents or guardians to secure their children's credit. This matters because it helps prevent identity theft and financial fraud without imposing additional costs on families who may already be facing economic challenges.
