Plain-language change summary

In the latest version of Bill SB 2962, specific language about the agency's authority to spend additional available funds for health insurance and other costs has been removed. Instead, the bill now clearly states that the money allocated will be used responsibly, emphasizing accountability for officials involved. This change is important because it clarifies the bill's focus on proper financial practices, potentially reducing the risk of misuse of funds while ensuring that the necessary appropriations for health-related costs are still adequately addressed.
