The recent changes to HB 4385 specify that municipalities can declare a property abandoned if there has been no water service for two or more years, provided the property is unoccupied and has dangerous conditions. Additionally, it establishes that all interested parties, like tax purchasers and land trust beneficiaries, must be included in any legal proceedings regarding the property. This is important because it ensures that all stakeholders are notified and involved in decisions about potentially abandoned properties, contributing to better community safety and property management.
