Plain-language change summary

The recent amendments to Bill SB 274 add a new provision making it illegal to attempt to possess or procure anhydrous ammonia in an unauthorized container, which previously wasn't explicitly stated. As a result, the penalties for violations have also been updated, with attempts now classified as a lesser offense (Class 4 felony) compared to violations of actual possession (Class 3 felony). This change is important because it strengthens regulations around the handling of anhydrous ammonia, aiming to improve safety and prevent misuse of this chemical.
