Plain-language change summary

The revised version of HB 5259 specifies that the Governor and state agencies cannot create rules on their own to enforce the bill's provisions. Instead, if the Governor believes rules are needed, they can propose them to the General Assembly for approval. This change is important because it ensures that any rulemaking related to the bill will go through the legislative process, allowing for greater oversight and accountability. Additionally, it clarifies that this amendment does not grant any new rulemaking authority outside of what is already established in Illinois law.
