Plain-language change summary

The amended HB 5579 adds a provision that restricts the Governor and their agencies from creating any rules to enforce the changes in this bill without the General Assembly's approval. This means that if the Governor thinks certain rules are necessary, they can propose them to the legislature, which must then decide whether to enact those rules into law. This change is significant because it ensures that the power to create rules lies with the General Assembly, promoting greater legislative oversight and accountability in the implementation of the law.
