The amendment to Bill HB 1580 changes the deadline for the Secretary of Human Services to submit a treatment plan for substance abuse among homeless individuals from six months to 18 months after the law takes effect. This extension may provide additional time for thorough assessment and planning, which could lead to more effective services. The goal remains to ensure that necessary treatment and support services are developed to address the needs of this vulnerable population.
