Plain-language change summary

The amendment to Bill HB 412 changes the language regarding when a school district is eligible for tax equivalent grants from the State. Now, these grants will only be provided if a State-owned institution is located in a district where the State owns 45% or more of the total land area, ensuring that funding is allocated more precisely based on land ownership. This matters because it helps define the criteria for financial support to schools, potentially leading to fairer distribution of resources in districts with significant State land.
