Plain-language change summary

The recent amendments to HB 5367 clarify that the Governor and state agencies cannot create rules enforcing the bill's provisions on their own. If the Governor thinks rulemaking is necessary, they must propose those rules to the General Assembly for approval instead. This change is significant because it ensures that any implementation of the law goes through the legislative process, which can promote accountability and oversight.
