The bill HB 5684 has been amended to focus solely on ensuring that the United States flag displayed at public facilities in Illinois is manufactured domestically. Previously, the bill included provisions that would have prohibited the sale of various flags, including the state flag and flags honoring veterans unless they were also made in the U.S., with penalties for violations. This change simplifies the legislation, emphasizing flag display over sales regulations, which matters because it creates a clear responsibility for state and local governments to support American manufacturing without the complications of retail sales enforcement.
