Plain-language change summary

The amended version of HB 4793 introduces a new provision that prohibits the Governor and state agencies from creating rules to enforce the act without the General Assembly's approval. This change strengthens legislative control over the implementation of the law, ensuring that any necessary rules must be proposed and approved through the legislative process instead of being issued unilaterally by the executive branch. This matters because it enhances transparency and accountability in how the law is applied.
