Plain-language change summary

The changes to Bill SB 2873 adjust how tax credits for income taxes paid to other states are calculated for Illinois residents. Specifically, the new version clarifies that credits cannot exceed a specified ratio based on the total income subject to Illinois tax, and it adds requirements for documentation and notification if a tax credit is claimed. These changes are important as they aim to ensure that taxpayers provide proper support for credits while maintaining fairness in tax calculations, potentially impacting how much individuals owe.
