Plain-language change summary

The amendment to Bill SB 472 modifies the definitions and processes related to health care records. It expands the definition of a "health care facility" to include various types of health service providers and clarifies that some records will be accessible not just to patients and their authorized representatives, but also to organizations that have valid authorization. This change matters because it aims to streamline access to important medical records, which can improve communication and care between patients and health care providers while ensuring confidentiality is respected.
