Plain-language change summary

The latest version of Bill HB 4294 has added a section that limits the Governor's ability to create rules to implement or enforce the provisions of the bill without the General Assembly's approval. If the Governor believes rules are necessary, they can suggest them to the legislature, which would then decide whether to adopt those rules. This change ensures that the legislature has more control over how the new county motor fuel tax is executed, enhancing legislative oversight and accountability.
