The bill SB 2874 has been updated to clarify that any fees charged by collection agencies on liabilities sent to them since July 1, 2008, will now be considered an additional cost owed to the State. This fee must be stated separately in any communication sent to taxpayers by the collection agency. Additionally, the Department of Revenue is now permitted to establish rules for tax payments via credit card. Lastly, the definition of "use" in the Cigarette Use Tax Act is changed to exclude cigarettes used by not-for-profit research institutions for health tests, as long as they are not resold. These changes aim to improve transparency and facilitate tax payments while also considering research activities related to tobacco.
