Plain-language change summary

In the updated version of Bill HB 946, the focus on disability rehabilitation funding has been clarified by designating the State Treasurer as the custodian of federal rehabilitation funds, which will now be stored in a new Vocational Rehabilitation Fund. This change aims to streamline the management of resources allocated for the habilitation and rehabilitation of individuals with disabilities. Additionally, the bill introduces the issuance of special NASCAR license plates, allowing residents to support motorsports for an extra fee. These changes matter because they enhance financial support for crucial rehabilitation services while also providing a new fundraising opportunity through specialized vehicle registration.
