Plain-language change summary

The recent changes to Bill SB 569 reduced the annual fee for coal mines holding a National Pollutant Discharge Elimination System (NPDES) permit from $5,000 to $1,000. This means that coal mines will face a significantly lower financial burden for discharges, potentially encouraging more mining operations. The change matters because it could impact environmental protections and revenue for the state related to water pollution control.
