Summary

Amends the Chicago Park District Act. Provides that the Chicago Park District is authorized to issue (now, issue before January 1, 2004) bonds in the amount of $128,000,000 for museums, aquariums, and art museums under the control of the Chicago Park district. Effective immediately.

Plain-language change summary

The amended bill now specifies that the Chicago Park District can only issue bonds for the purpose of refunding or refinancing existing debts, rather than for any other new projects. This change is significant because it limits the district's ability to raise new funds through bond issuance, focusing instead on managing and reducing current obligations. This could impact future park development or improvements, as funds must now be directed towards existing financial commitments.
