Plain-language change summary

The recent amendments to Bill SB 856 introduce new sections focused on creating a Higher Education Revolving Loan Fund and establishing criteria for eligible students to receive these loans. Key changes include defining eligible students as those with a GPA of 3.0 or higher, who come from families with incomes up to 250% of the federal poverty level, and prioritizing support for students in financial need. This initiative matters because it aims to increase access to higher education funding for low-income students, potentially reducing the financial barriers they face in pursuing higher education.
