The changes to SB 1704 clarify the focus on storing carbon dioxide and other chemicals from coal combustion products by explicitly stating the bill's intent to facilitate their injection and permanent storage. The removal of phrases like "combustion byproduct" emphasizes the bill's aim to treat carbon dioxide more as a potential resource for storage rather than just waste. These changes are significant because they reflect a commitment to addressing environmental concerns related to coal energy, particularly in light of its role in greenhouse gas emissions.
