Plain-language change summary

The amendment to HB 4262 changes the rules regarding how municipalities can regulate the keeping of carrier, racing, hobby, and show pigeons. Previously, towns with fewer than 140,000 residents could not ban these activities, but now the restriction applies to counties with fewer than 3 million residents. This shift means that smaller municipalities in densely populated counties can create regulations or prohibitions regarding pigeons, which could impact local bird-keeping practices and community standards. It matters because it gives larger counties more authority to address public concerns about pigeons while preserving order in smaller communities.
