Plain-language change summary

The recent changes to HB 4457 introduce new guidelines for how public contracts can be bid on and opened, allowing for electronic processes to be used in these procedures. It also clarifies that the Governor and state agencies cannot create their own rules related to these new provisions, unless they suggest changes to the General Assembly for approval. This modification is important because it streamlines the bidding process and preserves legislative oversight, ensuring that any rules related to public contracts are democratically established.
