Plain-language change summary

The amendments to Bill HB 4686 clarify the rulemaking authority regarding the Illinois Fire Protection Training Act. Specifically, they state that the Governor and related agencies cannot create rules to enforce the bill's provisions without the General Assembly's approval. This is significant because it ensures that any changes to how fire training is administered must go through the legislative process, thereby maintaining oversight and preventing unilateral decisions by the executive branch. Additionally, the bill continues to allow reimbursement for training costs for certain fire personnel, which supports the professional development of firefighters.
