Plain-language change summary

The updated version of Bill HB 5752 added a clause that restricts the Governor and state agencies from creating rules to implement the bill's provisions without first seeking approval from the General Assembly. This means that if rules are deemed necessary, the Governor must suggest them to lawmakers, who will decide whether to enact those rules into law. This change emphasizes legislative oversight and ensures that rulemaking authority remains with the General Assembly, which may impact how effectively the bill can be enforced.
