Summary

Amends the Smoke Free Illinois Act. Add a definition of "veterans home". Provides that smoking is allowed in private and semi-private rooms in nursing homes, veterans homes, and long-term care facilities (instead of only nursing homes and long-term care facilities) that are occupied by one or more persons, all of whom are smokers and have requested in writing to be placed or to remain in a room where smoking is permitted and the smoke shall not infiltrate other areas of the nursing home. Provides that smoking in these rooms shall only be permitted for residents of the room. Effective immediately.

Plain-language change summary

The recent amendment to SB 2006 modifies the regulations around smoking, specifically by clarifying where smoking is permitted. The new language allows smoking in private homes and outlines exemptions for retail tobacco stores that meet certain criteria, like being in a standalone structure. Additionally, it clarifies that any new tobacco stores must follow stricter guidelines to ensure smoke does not migrate to non-smoking areas. These changes are important because they help balance the rights of smokers with the need to protect non-smokers, particularly in shared residential settings and public spaces.
