Summary
Amends the Illinois Public Aid Code. Provides that under the Medicaid program, beginning July 1, 2007, the Department of Healthcare and Family Services shall not reimburse for any transportation by medi-car or service car unless the provider of the transportation has certified that the driver has completed a safety training program approved by the Department to protect both the patient and the driver. Provides that the Department may by rule provide for an initial 6-month transition program to get all providers and drivers trained by January 1, 2008, or within 3 months of hiring. Provides that the training program may include a requirement for re-training every 3 years. Effective immediately.

What changed in the latest version
12 added · 6 removedPlain-language change summary
The recent changes to Bill SB 1350 include adding a provision that allows public transportation providers which receive federal funding to skip extra certification for their drivers and attendants, as these individuals are already required to undergo federal safety training. Removing the previous line now clarifies that only federally-funded providers are exempt from this requirement. This change is significant because it streamlines operations for these transportation providers, potentially reducing administrative burdens and ensuring compliance with federal standards rather than state-specific requirements.
SB1350 EngrossedEnrolled LRB095 10902 DRJ 31188 b AN ACT concerning public aid.
To ensure uniformity between the payment principles of Medicare and Medicaid, the Illinois Department shall follow, to the extent SB1350 EngrossedEnrolled - 2 - LRB095 10902 DRJ 31188 b necessary and practicable and subject to the availability of funds appropriated by the General Assembly for this purpose, the statutes, laws, regulations, policies, procedures, principles, definitions, guidelines, and manuals used to determine the amounts paid to ambulance service providers under Title XVIII of the Social Security Act (Medicare).
The provider shall SB1350 EngrossedEnrolled - 3 - LRB095 10902 DRJ 31188 b produce such documentation upon demand by the Department or its representative.
Notwithstanding the requirements above, any public transportation provider of medi-car and service car transportation that receives federal funding under 49 U.S.C.
5307 and 5311 need not certify its drivers and employee attendants under this Section, since safety training is already federally mandated.
