Plain-language change summary

The updated version of Bill HB 5102 includes significant changes regarding the authority of the Governor and the rulemaking process. Specifically, it removes the Governor's ability to create rules to implement the bill, instead allowing them to suggest rules to the General Assembly for approval. This change matters because it limits executive power and ensures that the legislative body has control over how the bill is enforced, promoting a more collaborative approach in governance. Additionally, it makes clear that the appointed actuary will not be held liable for their assessments, which could help attract qualified professionals to the role.
