What changed in the latest version
29 added · 36 removedPlain-language change summary
The amended version of Bill HB 5325 makes a significant change regarding how rules associated with the bill can be established. It specifies that neither the Governor nor any agency under the Governor's control can create rules to carry out the bill's provisions without approval from the General Assembly. Instead, if the Governor believes rules are necessary, they can only suggest them to the General Assembly for consideration. This change is important because it limits executive power in rulemaking, ensuring that any rules related to this bill go through a legislative process, which increases transparency and accountability.
