Plain-language change summary

The updated version of Bill HB 4212 clarifies that the Governor or any agency cannot create rules to enforce the bill’s provisions without approval from the General Assembly. If the Governor believes rules are needed, they can suggest them to the legislature for consideration. This change is important because it ensures that rulemaking remains under the legislature’s control, promoting accountability and legislative oversight over any regulations that stem from this bill.
