Plain-language change summary

The latest version of Bill HB 5066 clarifies that the Governor and state agencies do not have the authority to create rules to enforce this legislation without the approval of the General Assembly. This means that if rules are deemed necessary, the Governor must suggest them to the lawmakers, who will decide whether to enact them. This change is important because it ensures that the legislative process is followed and gives the General Assembly more control over how the law is implemented.
