Summary

Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require that every public utility shall take an actual reading of a customer's service usage during each billing period, and that no utility may estimate a customer's service usage unless the customer has knowingly and willfully denied reasonable access to the utility's representative for the purpose of taking an actual meter reading. Effective immediately.

Plain-language change summary

The amendment to HB 1563 simplifies the billing process for utility companies by ensuring they only charge customers for services after a meter is connected. It removes the previous requirement for utilities to take actual usage readings every billing period and allows them to estimate usage only under specific circumstances, such as when a customer denies access to their meter. This change matters because it may make it easier for utility companies to manage their billing, but could also lead to potential accuracy issues in customer charges.
