Plain-language change summary

The amendments to Bill HB 4367 introduce new sections focused on the certification of closed loop contractors, allowing the Department of Public Health to issue certificates to those who pass a certification exam. This means that starting January 1, 2009, contractors will need to meet certain qualifications to work with closed loop well systems, which helps ensure safety and professionalism in this area. Additionally, the bill includes provisions for a one-time permit fee for the construction of these systems, aimed at funding necessary regulatory oversight. This change is significant as it establishes a clear process for certification and regulation, ultimately promoting safer construction practices for water well systems.
