Plain-language change summary

The amendment to Bill HB 1434 allows public universities in Illinois the first opportunity to offer baccalaureate degree programs on community college campuses, provided they meet certain criteria. This change ensures that these universities collaborate with community colleges in addressing workforce needs while preventing competition with nearby universities. Importantly, the programs will not incur additional funding costs from local taxes or the state, making it a more sustainable option for higher education. The pilot program will still end after four years unless extended, aiming to ensure accountability and assessment of its effectiveness.
