The amendment to Bill HB 5356 specifies that the Governor and state agencies cannot create rules to implement or enforce the provisions of the bill without approval from the General Assembly. If the Governor thinks that rules are necessary, they have to suggest these rules to the legislature for authorization. This change is significant because it ensures that any new rules related to this law must go through an additional layer of oversight, which could promote transparency and accountability in the rulemaking process.
