Plain-language change summary

The updated version of Bill SF 67 removes the requirement for the Wyoming National Guard to be activated for federal service before the Wyoming State Guard can be organized. This change allows the governor to establish and maintain the state guard independently, without federal involvement. This matters because it grants the state greater control over its military support and readiness during emergencies, enhancing local defense capabilities. Additionally, it specifies how members of the state guard will be compensated and clarifies eligibility requirements, making the organization more accessible and straightforward.
