Summary
In 2025, the Legislature enacted a law to require the Oil and Gas Conservation Commission to create a bonding pool for oil-and-gas operators to utilize for financial assurance for, among other things, federal bonding requirements. This act requires the State Treasurer to invest funds collected for the bonding pool in accordance with law, and all investment earnings shall be deposited into the Commission's conservation fund.

The updated version of Bill HB 5 introduces a provision allowing the commission to impose an assessment on each oil and gas operator based on the fair market value of the resources they produce, sell, or transport in Wyoming. This change is significant because it aims to create a funding source for a bonding pool, which can be used to cover costs related to oil and gas operations. By requiring operators to contribute based on the value of their operations, the state can better manage environmental and financial risks associated with these activities.
