(a) AnQualified electricelectrical utility,employees usingof qualifiedan electricalelectric employees;utility;
or (b) A contractor or independent transmission developer:developer that:
(i) UsingUtilizes qualified electrical employees;
and (ii) UsingUtilizes apprentices enrolled in an apprenticeship program registered with the United States department of labor or the p.Washington state apprenticeship council established under chapter 49.04 RCW, with a completion rate of at least 25 percent.
