The amendments to House Bill 1392 removed a line about using $35.99 million from the account in place of state general funds for Medicaid services in fiscal year 2027. This change is significant because it simplifies the bill and could lead to more straightforward funding practices for Medicaid without reallocating state funds. Additionally, the updated version clarifies the conditions under which health care providers must refund any excess payments received, reinforcing fiscal responsibility and compliance with federal regulations.
