The changes to House Bill 2552 include the introduction of a new process for regional transit authorities to award construction contracts through a roster system. The bill now mandates that authorities report on the number of certified small, veteran-owned, and other disadvantaged businesses on the rosters and the contracts awarded to them, as well as requiring documentation of contractor qualifications for specific project scopes. These adjustments are important because they aim to improve transparency and ensure that these enterprises have better opportunities to participate in public projects, fostering inclusivity and support for underrepresented businesses.
