What changed in the latest version

The recent change in Bill HB 1131 shifts the language from using "offenders" to "individuals" when referring to those who have been granted commutation or convicted of crimes. This adjustment may seem minor, but it reflects a broader approach to emphasize the humanity of those involved in the justice system. It's important because framing can influence public perception and the treatment of individuals as they reintegrate into society.
