What changed in the latest version

The changes to Bill SB 6278 primarily involve the removal of lengthy certification and administrative elements from the text. This simplifies the bill by eliminating unnecessary language that doesn't directly affect its content or purpose. Removing these lines helps streamline the legislation, making it easier for readers to understand the main points. This matters because it focuses attention on the actual provisions of the bill rather than procedural details, likely making it more accessible for the public and lawmakers.
