What changed in the latest version

The changes to SB 5065 clarify that performances must occur at a fixed facility licensed by the U.S. Department of Agriculture and State that these performances can only be conducted by those licensed institutions. Previously, the bill included a restriction that the animal could not be transported solely for the performance, which has been removed. This is important because it broadens the scope for where and how these performances can take place, promoting flexibility for licensed institutions while still ensuring animal welfare standards are met.
