In the latest version of Bill SB 6028, the focus has shifted from public funding to private capital, emphasizing that only private capital is now considered for project financing. Additionally, the cap on funding has been lowered from 50% to 20% of the total project costs, and the maximum repayment timeline has decreased from 48 months to 36 months. These changes are important because they aim to encourage more private investment and ensure that projects are financed in a more timely manner, potentially improving overall project delivery.
