Plain-language change summary

The amendment to Bill H.902 changed the limit on how much money can be retained in the undesignated fund balance from "five percent" to "ten percent" of the City’s general fund budget expenses. This means the city can now keep a larger reserve for future use, which may provide more financial flexibility during budgeting. It matters because it could allow the city to better respond to unexpected expenses or opportunities without immediately needing to raise additional funds.
