Plain-language change summary

The amended bill now requires the Secretary of Natural Resources, rather than the Department of Public Service, to publish an annual report by December 15, 2025, instead of January 15 each year. This report will focus on the economic impacts of the clean energy transition, highlighting data over the previous five years and including various state agencies for a more comprehensive analysis. This change is important because it broadens the scope of the report to include diverse data sources and regional insights, helping to better understand how shifts in energy policy affect Vermonters.
